Bharat B Bhatia is the President and CEO of the ITU-APT Foundation of India (IAFI) and Vice Chairman and head of Asia Pacific for the World Wireless Research Forum (WWRF). He also chairs the ITU Working Group that is responsible for creating the necessary framework of IMT standards for 5G and 6G. He also chairs the APT group on Radio Local area networks. Shri Bhatia has over 50 years of experience in spectrum management and ICT policy.

Earlier, Mr. Bhatia was head of the international spectrum team of Motorola Solutions USA where he worked for over 22 years. Prior to that, he was a senior telecom and spectrum policy regulator with the Indian Government in for 22 years as a spectrum regulator and ICT policy specialist and was actively involved in opening of the Indian telecom to the private sector, including the licensing of first ever GSM metro cellular in India through a beauty contest in 1992 that was designed and managed by him. He was also a key architect of India’s first ever National Frequency Allocation Plan (NFAP) in 1981 and the first ever published NFAP in 2000.

Mr. Bhatia actively participates in various ITU and APT meetings and has attended all World Radio Conferences during the last 25 years. Mr. Bhatia has lived in India and Singapore and frequently travels all over the world to speak at various conferences and events. He was responsible for initiating ITU studies on public safety and was responsible for creating the term “Public Protection & Disaster Relief -PPDR” in ITU at WRC-2000 in Istanbul. He also lead the approval of ITU WRC Resolution 646 on PPDR, which was adopted at WRC-2003 and updated in WRC-2015 for broadband PPDR.

Shri Bhatia hold a BE degree from University of Delhi and is a fellow member of IETE, the Institution of Electronics & Telecommunications Engineers. He did his Foundational Course from Lal Bahadur Shastri National Academy of Administration in 1976 and has completed several management courses from various institutes and universities including National University of Singapore and George Washington University, USA.

Jitendra Singh is heading Regulatory and Government Affairs team and is working with Qualcomm since 2009. His responsibilities include interfacing with regulatory and policy making agencies in the region on behalf of Qualcomm. He is also responsible for managing and coordinating spectrum strategy for Qualcomm in APAC region. Jitendra has more than 35 years of experience in the field of communications management. Prior to his appointment at Qualcomm he served in the government for more than two decades.

He has been actively involved in National Working Groups of the ITU-R in India and has been a key contributor in all telecom Standards related activities of the Industry. Jitendra has been part of the Indian delegation in almost all WP5D meetings of ITU-R and AWF/AWG/APT meetings since 2006. His work includes the advocacy and planning of identification of additional spectrum for IMT and mobile broadband at various forums – National as well as Global. He had been an active contributor in the ITU-R activities on behalf of India. He has been nominated as chair of working group in WP5D on Specific Applications using IMT technologies. He is Co-Chairman of National Working Party dealing with societal and industry aspects of ITU-R WP5D. He also plays a key role in APT region telecom industry coordination activities. He has played a major role in World Radio Conferences for India since 2007. He is part of many industry associations. He is Vice President of ITU-APT Foundation of India. He was in Governing Council of TSDSI. He heads Global Mobile Supplier Association (GSA) in India. He has chaired many national committees on spectrum related matters in India. He is also on Board of ITS India Forum.

He has been working closely with spectrum management team of DoT and TRAI on various spectrum issues and associated technical studies. He was actively involved in harmonization of various frequency bands.

He has been invited in many international forums as a speaker on spectrum and spectrum management. He is also a leading expert on 5G spectrum in India.

Jitendra holds a bachelor’s degree in engineering in Electronics and Telecommunication from Jawaharlal Nehru University. He has done post-graduation in business administration from Symbiosis and Advance Computing from CDAC, India.
